The Immortal Empress is the eternal ruler of Shan Liang. She has ruled from The Golden City since sometime in the Mythic Era. 
She has grown her empire, starting with the easternmost province. Over the centuries, her power extended across the entirety of the Shining Lands, all the way to the Scaled Peaks.
