Conclave of Elements

The conclave of elements is the name of the group that rules the Jozu Dynasty. They are selected based on their abilities, and alignment with the elements. As the elements, there are four members of the conclave who all have the same amount of power, however, they are not absolute authority, and are often tested by another organization known as Mirume. Any matters not taken care of by the conclave are left to Mirume.
The current members of the conclave are: (Surname, Personal name)
Niwa Ujihiro, representative of earth. Currently handles defensive and military affairs.
Hikami Kiku, representative of fire. Currently handles the infrastructure of Oritsu.
Kawafuro Taneme, representative of water. Currently handles trade and finances.
Jiyuna Shima, representative of air. Currently does not handle any official affairs.
Members of the conclave are selected both from their powers and connection to the elements and need to have interest in favor of the dynasty and have the capabilities to handle the responsibilities of their position. They are not necessarily required to actively participate in political matters,  but they are required when it comes to important rules, and law-making, and heavier decision-making about the future.
