Oritsu

The capital of the Jozu Dynasty is filled with the energies of the four elemental planes.
  Oritsu is the capital of the Jozu Dynasty, located on an island known as Dokuji to the western side of the mainland of Taretza.

Government

The settlement is run by a council that serves as the country's leader. They are known as the Conclave of Elements. The conclave members are chosen for their expertise in their respective professions. Although the conclave has much authority, it consists of only four people, therefore Mirume was formed who aid the conclave in governmental duties as well as monitor that their actions are in the people's interest. Many representatives of Mirume are chosen via democratic elections every 3 years.

Defences

There is a sizable guard force in Oritsu, but relatively few compared to other cities of similar size. Attacking the city is still difficult with the odd environments and the innate power of the inhabitants.

Industry & Trade

Oritsu mostly trades with neighbouring nations Eshiesal who give more commonly found materials from outside the city. Oritsu exports strange materials that are rarely found elsewhere, with the influence of the elemental planes. They do also trade with the Banyak Principality, who often send the products to other countries.

Districts

Shobosho (Sho)

This is the westernmost neighborhood of the city. Because of the heated ground of the area, it is home to many a blacksmith and glassblower, especially towards the south near the mines. Otherwise, the district is largely residential. Because of the heated ground, it is often difficult to walk barefoot during the summers as the ground is scorching hot.

    Is the southern district and is set on the side of a mountain, and in it are several mines to extract limestone, basalt, and iron. With the fading heat from Hi and the water from Mizu, multiple inns and bathhouses featuring hot springs can be found here.

    The eastern district has a connection to the sea and is the main entry point to the city since most visitors come from the mainland. Shipyards and canals are common in the north part of the district, also featuring drains for the sewer system of the city. In the south, however, many decorative manors and estates were occupied by wealthy merchants or government officials.

    This district is located in the north. Most of the district is found on floating islands of rock, kept afloat by elemental air. The district is fairly small but gives a nice overview of the rest of the city, and it is the center of military and government activity. Not only this, but the district is busy with commuters who come to study at the district's many places of learning.

    Conclave of Elements

    The governing force of Oritsu and the dynasty consists of four members selected for their expertise in respective professions.

    Mirume

    Aiding the conclave as a democratic and anti-corruption organization is the Mirume that make up for the lack of manpower in the conclave.

    Genshi Chitsujo

    The guardforce that protects the Jozu Dynasty are trained to show extreme discpline and skill. In addition they are equipped with expertly crafted armor and weapons enhanced by the magical powers of the elemental planes.

    Points of interest

    Shobosho (Sho)

    Hearthome
    Hearthome is one of the few larger chapels in Oritsu, dedicated to Hestia, The Comforting. The building is both a chapel and a festhall, where those who cannot afford the days rations can get a plentiful dinner.
    Shisuhama Cemetery
    A large cemetery where many of the fallen of Oritsu are interred.

    Chikyū

    Southern Breeze Inn
    A comfortable inn and minor tavern found amongst the bluffs of the southern district. The inn is also well known for its hot spring baths. The inn is owned and taken care of by Jiyuna Shima a member of the Conclave of Elements when she isn't out travelling that is.
    Karyukai
    The "red ligh" district of Oritsu, where one can find an evening respite and company to ease the heart, mind, and soul of those who have been hurt.

    Mizu-ku (Minakami)

    Kaigan Market
    The portside market where one can find many goods coming in from the port of the island. Large amounts of seafood and imported goods are all sold here.
    Musasabi Tavern
    A modest tavern found near the entrance to Kūki, often used for those seeking entrance to the upper district while they are waiting for their permission.

    Kūki no Shima (Kūki)

    Skywatch Castle
    The government building where the Conclave are allowed to live, should they choose and the place where their meetings take place.
    Whisperwind Library
    A strange library with no books, instead, tales and histories are carved into tunnels that air can flow through, causing sounds to read out the contents for those who wish to listen. It is also a temple to Corellon Larethian, The Wind Dancer.
    Fort Saishi
    A fort and headquarters of the Genshi Chitsujo where the military of Oritsu is trained and maintained.
    Seat of the Seeing
    Headquarters of the Mirume where their agents of information gathering are taught and report information to.
    Hanabira Academy
    An minor academy in the magical arts, focusing on the harnessing of elemental energies and their often explosive results.
    Kyokugei Performance Hall
    Both a theater and opera hall, if you seek an evenings entertainment, this is the place to seek.
    Minami no Hosi
    A reputable jeweler, creating beautiful gems from the elementally charged crystals that appear in the dynasty.
    Runemaker
    An enchanter that focuses on the magical ways of enchanting of the giants.
    Shogyo Hall
    A trade and auction hall where more expensive and exotic goods compared to the Kaigan Market can be purchased.
