Senate

The Senate or the Senate of the Eleazarian Empire (also Imperial Senate) is the second highest political institution within the Eleazarian Empire besides the Emperor. The Senate was originally founded in 139 AKC to give more power to the provinces. Each province originally sent 5 delegates. While orignially very limited in its powers, the Senate first grew in importance during the reign of Geonim IV from 364 to 389 AKC. Geonim IV became Emperor of the Empire at the age of four due to his parents (Geonim III and his wife Rishonim Katherina) early demise. The legal guardians of the young prince let him sign in 364 AKC a Regency Act, that limited his monarchic powers while granting the Senate jurisdiction, legal and executive power for the next ten years. When Geonim IV became of age in 374 AKC he gave the Senate limited legal power, therefore creating for the first time in the History of the Eleazarian Empire a counterpart to the Emperor. The Senate as of 726 AKC, even though with remarkably more authority, is still based on the edict from 374 AKC.   During the fourth and fifth century the Senate had most importantly the right of proposing new laws. Since 584 AKC it also has a veto right, even though the Emperor can overrule the veto with a royal decree. Since 714 AKC, when Esthon Eleazar XXIII died without naming an heir to the throne, the Senate is de facto ruling the Eleazarian Empire.   The Senate as of 726 AKC consists of 100 members, 10 delegates from each province of the Empire. The members of the Senate are called Senators (sometimes Imperial Legate). The seat of the Senate is in the capital city of Kadmiran.
