Located in the city of U'llis in its Sul'viil Political District is one of the oldest buildings in the Zatan'niir kii Zul'nan (Realm of Wrath), the Satan'na Iniil'shazul Assembly Hall. This is where the largest political event in the entire plane of Infernus is held: the Iniil'shazul Council. Although the building is used as such in modern-day, it was initially built for housing of the High Royal Family of Satan'na.

Avern'na Satan'na and Founding the Assembly Hall

After the Infernus Civil War, the city of Zatana'na nal Zanal'krii'tal (present-day U'liis) was nearly destroyed, the capital building at the time completely razed. One of the surviving demons, Elder Demon Avern'na Satan'na, also a member of Zan'nal'takriin's Kur'vol'fiil, and descendant of Zatan'na, decided to rebuild the city.
After an unknown number of years, Avern'na had established a great following of demons that recognized him as a proper High King. In the Solar Year 21.347, Avern'na led the Elders in beginning the development of the city and renamed the city from Zatana'na nal Zanal'krii'tal to Satan'na after a unanimous decision by his followers. He then declared that the first building to be a great building to test time and one worthy of the Satan'na name.
In the Solar Year 23.014, the great building was completed. Avern'na himself placed the last stone, a grand seat that was built for him to sit upon. Upon completion, it was then revealed to Avern'na that building was built in his honor for having a direct hand in the winning of the Civil War. A demon by the name of Ev'kiilos Zanii'vol had kept a secret from Avern'na the true purpose of the building: a palace for him to rule in, in other words, that the Elders had officially recognized him as their High King, and that this was their way of officially declaring it.

Transition to the Assembly Hall

For 2 Elder Lines Avern'na Satana ruled, bearing no heir until Elder 3rd Line (Generation Prosperity). In Solar Year 66.171 the Avernus Palace was completed (begun in the previous line and after the High King named Elder Demon Ishniil'miikir U'liis a King).
At this point in time, a large number of the Noble Households in Infernus had been founded. It was decided by Avern'na to relinquish the building's status as the home of House Satan'na. With a need for every Noble House to meet and discuss issues in the Plane in a single location, it was decided that the building be transitioned into a great assembly hall.
In Solar Year 66.200, the transition from the palace to an assembly hall was completed and renamed to the Satan'na Iniil'shazul Assembly Hall. In Solar Year 170.854 (Elder 8th Line) the building's development was finalized to accommodate the hundreds of Noble Households. The building still stands, in the same pristine condition as was when first built.

The Iniil'shazul Council

Annually on the first Tal'pashiir of Kota'renzaal, a special council assembly comprising of every head of every Greater, Lesser, and Honored Household in the Plane meets to discuss current events and issues in Infernus. The assembly itself lasts a minimum of 14 days and a maximum of 21 days to accommodate all representatives.
Although rare, it is possible for the Council of Elders to also make an appearance.
