Zora's Respite

Zora's Respite is the capital of the Free States region of Prosi. It is named after the Sea Goddess Zora.   Zora's Respite isn't a traditional city. When the Free Cities were conquered centuries ago they argued over which city should be the capital of their region. No city wanted another to have that title and give it greater importance. After years of squabbling King Latham said none of them get to be the capital of the region instead saying he is going to anchor a boat in Zora's Cove and they all could come to his emissaries. Over time ships anchored next to the King's boat and a city started to emerge made entirely of boats.   Many boats have been their decades unmoved. In fact, most couldn't move out even if they wanted to as they are boxed into their current location by other boats. Planks connect many of the boats creating something a little like streets and alleyways between them all. There are also many rowboats going through spaces between boats to get to where you want to go. It is easy to get lost and have trouble finding your way around Zora's Respite as the connected boats have many dead end paths to them and the boats on the outside typically sail off and re-anchor in new locations.   The waters of Zora's Cove are famous for being near waveless. That at night you can see the light of each star glimmering off of its glassy surface.

Mostly human but all races are present.

Government

Zora's Respite has no centralized government. Each city-state that makes up the region has its own interests and desires and feverishly go after them with little regard for the others.

Defences

Zora's Respite is well protected by several towers at every entrance to the cove making entrance by water near impossible.
