Li-Li Khro boasts the largest windmill of all of The Verdant Hills - Bevérohii, but its function was rarely the grinding of grain. Instead it was one of the driving mechanics of the Grip-Cart Track, the groundbreaking Elelupii invention that allowed goods and people to be transported between key villages via it's mechanical "cog road".
Therefore the Elelupii could not afford (literally) for it to only function on windy days. To that end, they have diplomatic ties to both the Foyii / Woodsmen and Qal'ath (specifically the Crystal Circle) to obtain and maintain enchantments that enable the mill to operate all year around.
