Council of the Guildpact

The Council of the Guildpact comprises nominated and elected officials from each of Ravnica's Ten Guilds. In this structure, no guild has any more influence over the activities of the Council than any other. The Council serves as a neutral abitration body for interguild politics and assist in upholding The Guildpact by mediating disputes, investigating guild activities, and punishing transgressions. The Council governs many groups of functionaries and liaisons who in turn oversee the actions and deployment of one or more squads of officers. Each squad usually receives instructions and reports to one liaison who in turn receives instruction from The Council. Squads are granted similar authority and power to Azorius arrestors or Boros Wojek, but often are granted a higher deal of authority and respect by guilds who do not recognize the authority of the other guilds. Each squad must therefore be comprised of memebers spanning multiple guild memeberships or be The Guildless lest the neutrality of the squad come into question.
