The Civil Service
The Emperor Rules the Wend Wall, but we run it.The Civil Service composes the majority of the Wend Wall's extensive state apparatus. The Service makes sure the emperor's will is carried out smoothly across the realm. It includes a bewildering array of departments, sub departments, regional departments, municipality administrations and many more. Its complex hierarchy of bureaucrats is the most common and sought after method of social advancement in the Wend Wall. Every family strives to place at least one son in the Civil Service. Doing so often ensures the family can avoid the bribes that are often required to obtain assistance from officials, and if lucky could lead to a real increase in the status and welfare for the family if the son does well and advances in the service.
Structure
The Emperor is the formal head of the Civil Service. The day to day head of the service is the Imperial Secretary.
Under the Imperial secretary each department has its own Permanent Secretary. The number of department fluctuates with time and need and at the emperor's whim. In 1642 the number reached its absolute height of 743 departments. It has since been reduced to a modest 127 departments.
Not all departments are created equal. The most prestigious department is the Department for Administrative affairs. Other departments, such as the Department for Waste Disposal, or the Department of Trade are less well regarded.
The size of departments also varies wildly. The Department of Provincial Oversight for instance keeps a Junior Minister in every village, hamlet and town in the Wend Wall, along with a small staff. The department thus has thousands of employees. Other departments, such as The Department For Geographic Names only have about a dozen.
The structure of each department and the position therein varies in the extremes.
