Dal Fullflower
This character has a stall set up in the market to sell toys and game pieces. He has made most of these items himself in his free time over the years between the festivals.
He is a halfling from the Town of Baslweif, where he works with the fish market/fishermen. He is older and has some grandfatherly qualities.
He will sell the items off cheaply - as low as half standard price so the children can enjoy the festival.
Toys include: kites, wooden figures (horse & cart, solider/guards), there is a few bowling and horseshoe sets as well. Additionally Dal has some boxes for sale, many are puzzle boxes but a few are music boxes that sing local lullabies.
He puts on a show every so often using halfling jugglesticks.

Vindu and Smooppy have met him, the only market stall set up. He gave each of the freed children a free toy and put on a show with the jugglesticks.
Family Ties
Dal unfortunately lost his wife a number of years ago, but their child, Valia Riverflow, is now grown with children of her own. Dal has lovingly added Dulak Riverflow to the family and enjoys lots of time with his grandchildren.
