Downtown
Downtown is the most rough around the edges district in Eternity. There is very little government intervention downtown, allowing a culture of crime to flourish. Some people know downtown as "the city that will never be", as it's been under a perpetual state of construction for decades with very little to show for it.
Downtown is the largest district, mostly consisting of housing. Because rent and real estate prices downtown are so low, it's commonly associated with the poor that live in it.
Unlike in midtown, crime downtown has a way of being more noticable. While the Red Light District is mostly home to swindlers and pick pockets, downtown you're far more likely to be robbed at gunpoint.
Industry & Trade
Small businesses flourish downtown. As much as they can, anyway.
Because of how undesireable downtown is, there isn't an abundance of chain stores and restaurants looking to settle in. There are never multiple within walking distance of one another. Additionally because of the reputation of downtown Eternity, retail rental space is quite cheap allowing for average people to open up a small business whose earnings are often able to pay for the space. Additionally, because of the large size of downtown, many of these retail spaces are large allowing for more space for individual businesses or space for multiple businesses to move in and get established.
Tourism
Tourists often avoid downtown like the plague due to its reputation as being a dangerous place for those who don't know their way around a weapon. Some tourists, however, see great value in downtown for cheap rooms at hotels.
There are a lot of small local stores downtown that sell wares that are unique or special, and hard to find in large chain stores such as handmade goods, antique shops, etc. These businesses flourish downtown, as there's very little in the way of large chains looking to set up shop. Some tourists will take daytrips downtown just to go on shopping sprees.
Some tourists who don't fear the criminal underbelly that is downtown may even enjoy certain off the books events and stores, such as the race track which hosts illegal car battles on a nightly basis.
Architecture
Many people find the almost exclusively brutality architecture of downtown unappealing. Buildings are zoned higher than in the Red Light District, but lower than uptown. In addition to primarily brutalist architecture, there are many long abandoned half complete construction sites with still exposed beams.
