Following the attack on the council building, Halvar Koit uses the outrage to insist that the tragedy wouldn't have happened had his initial surveilance proposal been passed. Koit proposes an amendment to the council law, stating that during wartime council decisions can be overturned by the first seat, the officer of war. The amendment is passed.
