The council votes unanimously to declare war on Jenarus. The council publicly claims that the reason for the war is that during their meeting with Zin Balmiri Ji, ARK agents discovered documents and plans in the palace describing plans to attack Riza. These documents do not exist, Riza just didn't want the public knowing they're declaring war over a single vein of xzuricite.
Zin Balmiri Ji knew that fighting against Riza was futile, and with the amount of destruction the Rizan military had sown in just the first month of the conflict Balmiri funneled all of the nations resources into protecting the citizenry by building shelters and protecting those displaced by the conflict.
