After a bloody coup, Sarah Fortune (colloquially known as "Miss Fortune") is the de facto ruling force in Bilgewater. Though she holds no official title, her allies and crew members enact her will in the city, applying pressure as needed to achieve hee goals. She fixated on finding and killing Gangplank, who previously ruled Bilgewater.
