Syrens
After a bloody coup and some failed backstabbings, Sarah Fortune (colloquially known as 'Miss Fortune') is the de facto ruling force in Bilgewater. Though she holds no official title, the Syrens enact her will in the city, applying pressure as needed to achieve her goals.
The Syrens are a collection of Sarah Fortune's crew and allies and usually identified by apparel or a tattoo bearing the crew's mark, a pair of flintlock pistols over a heart. Decades under Gangplank's tyranny disrupted life for those who lived in the city and the Syrens have been doing their best to restore order.
The first year or so was spent making sure that quarrels at sea stayed at sea. Bilgewater was to be considered "neutral grounds" and its inhabitants safe from the crossfire of heated arguments. Nowadays, they spend most of their time patroling the town and making sure that "taxes" are collected and nothing inhibits the day to day activities of their "citizens".
