Gloomguard
Located deep within on the mouth of The River of Whispers, Gloomguard is considered to be a rest stop among the other settlements and cities of the kingdom.
What once began as a few large structures to provide housing for exhausted travelers has now given way to cobble streets, filled to the brim with shops, services, and trade goods. The open land, perfect for cultivation and fertile for plants has made Gloomguard one of the most successful centers for trade and food production despite its simplicity.
Given its size, there is a small portion of citizens who maintain a permanent residence here. Those who do often are intrinsic, conservative people who value the town's peace and quiet and usual isolation from politics. These two values, peace and quiet, are a major backbone for the culture here in Gloomguard.

Government
Gloomguard is under the direct control of Neverhold through various delegated officials. Officially the region is under control of a Jarl appointed by personally by King Varinsson.
Defences
As a vassal of Neverhold Gloomguard has no official military, instead relying on its parent state for protection from foreign threats. With the large presence of the Gloomguard fleet in its harbor, it has little need for a standing army. The city itself is patrolled by a company of soldiers, receives additional aid from the local temples, as well as a large force of local guard. Gloomguard is a young and diverse city with inhabitants from far and wide, and receives a vast amount of trade and travelers from outside. In an effort to maintain the peace in what otherwise be an unsafe harbor, the city has many guards and relies on the cooperation with its allies to maintain order.
Tourism
Celebrations are common in Gloomguard, even though the most common iteration comes from your typical night out in an inn whose rooms have sporadically become booked because of the mass group of travelers coming through town.
Gloomguard today stands as a symbol of enjoyment. One who lives here learns to appreciate the simple things of life and to enjoy the moment while it lasts.
Because of this, very many mass celebrations such as the winter solstice undergo little planning, instead resorting to improvisation in order to eliminate unnecessary expectations to help others enjoy themselves. The newest event which occurs annually is Remembrance, one of the only galas which have a very orderly structure to it.
