United Traders of Southeast Samarya

A guild of merchants and traders based in Southeast Samarya. Their headquarters are located in Suraphan, where they also serve as the governing body of the city.

Structure

The guild consists of any members who register their business with them as either Rank 1, Rank 2, or Rank 3. The governing body consists of democratically elected representatives, with a set number of representatives for each rank: 10 for Rank 1, 30 for Rank 2, 10 for Rank 3. Of that set number per Rank, a certain number of representatives are designated for each income bracket. UTSS members can vote for representatives within their rank.

Public Agenda

The purpose of the guild, particularly the Rank system, is to offer a system of credibility among traders in Samarya.    UTSS maintains Suraphan as a mecca for traders and merchants and adventurers of all kinds. To ensure fairness among business practices, UTSS implements measures to ensure representation of all income brackets in their organizational structure.

Assets

The Suraphan Guard is a militia of hired adventurers who keep the city in order. Large concrete walls and canals also protect the city.

Foreign Relations

UTSS has strong relations with Manseong and other cities in the Bay of Samarya and along the Piao River.

Legislative Body
The body of democratically elected representatives is known as the Council, who primarily vote on matters related to Suraphan and the operation of UTSS. Each seat term is four years, with elections happening almost every year due to the mismatch of seat term starting times. In the event of a Council Tie, the Guildmaster casts a vote.
Executive Body
The Guildmaster and their employees are in charge of the day to day operations of UTSS, including the registration of businesses, relations with banks, etc. They serve as the face of UTSS and Suraphan in political relations. The Guildmaster also moderates the Council's gatherings, such as deciding agendas and overseeing debate. They do not receive a vote unless a tie occurs. The current Guildmaster is Sang Pham, with elections for Guldmaster taking place every 10 years.
