Batmanta Ray
Not everyone that washes in down the falls is friendly. Batmanta Ray may just be a bedtime story told to children to keep them from straying too close to the wash. But others they have met him, seen him. Some say he is a bioarcane fusion of the great manta rays of the sea with an undiscovered species of man sized flying foxes, awakened to humanlike intelligence by the labyrinthine dungeons it was created in. Now somehow free of the deeps and loose upon Sanctuary. In a city this size, with cliffs and caves, crags and stalactites... it becomes near impossible to root him out.
Eyewitness accounts of close encounters vary, but all agree on seeing his shadow first. Then the flash of fangs before a noise distracts them and he's gone before they realize it. Darting back into the falls. Its like he swims in the air and flies in the water.
