The Free Hobbit Democracy
The controlling government over the country of Hobbiton, led by the Halfling council. This is the only true democracy in Saramoth.
Structure
Ruled by the Halfling council, A dozen venerated members of the community. Each year, a vote is taken on the least popular member of the council, and the next year a new council member is elected to that position. Members do not often run for office, but seek recommendation from some of the more popular existing members. The Halfling council has total power over all other branches of government.

History
Very little is recorded in early Hobbit history, with known events beginning in 469 when King Marothsa the 11th was the first man to set foot in Hobbiton, disturbing many centuries of peaceful oblivion for the island's inhabitants. Later, in 478 a great plague struck Hobbiton, brought about by unknown forces, 1/3 of the Hobbit population died or was exiled to the now forbidden isle. This also sparked a great immigration, and since then the Halfling council has discouraged extra-species relations. The second Hobbit immigration happened in 618 after Goblin M&M&S inc. created shipping lanes to and from the island, as well as easy communication to and from. Young Hobbits were attracted to the technological advancements of the mainland, impressed by the new state of Westerel, and immigrated in droves.
