Spa towns are almost always run by officials from one of the dragonborn clans.
Industry & Trade
Spa towns have some farming or livestock around the town, but usually import their food from the surrounding settlements of the Grand Draconic Empire. The service they provide for this is the use of their spa features.
Infrastructure
Spa towns are built on top of natural features that make the spot useful for relaxing, healing, or otherwise caring for people, such as hot springs, volcanic vents, mineral springs or mud pools, etc.
