Shengtai

What was originally built as a military outpost called Bei Liliang (Northern point of Power in Liquon) eventually grew into the imperial capital of the Jade Empire. The name of the city was changed to Sheng Taiyang (Divine host of the Sun in Liquon) and over time shortened to Shengtai.

Infrastructure

The exterior of the city is surrounded by imposing stone walls, 70 feet high and 20 feet thick. The smaller interior walls, just as tall but half as thick, divide the city into 13 massive and interconnected wards which each operate with varying levels of independence. The Immortal Emperor of the Jade Empire and the Fou Family are the only permanent residents of the inner most ward.

Accessing Wards

Depending on place of residence, profession, and standing in society, residents of Shengtai are restricted to a limited number of wards within the city. Access is denoted through the use of special armbands which show designated colors and stripes on the outside, and a number associated with the assigned individual on the inside.

• Blue with two Black Stripes - Ward One and Ward Two
• Blue with three Black Stripes - Ward One, Ward Two, and Light Ward
• White with one Black Stripe - Ward Three
• White with two Black Stripes - Ward Three and Ward Four
• White with three Black Stripes - Ward Three, Ward Four, and Cloud Ward
• Red with one Black Stripe - Ward Five
• Red with two Black Stripes - Ward Five and Ward Six
• Red with three Black Stripes - Ward Five, Ward Six, and Fire Ward
• Green with one Black Stripe - Ward Seven
• Green with two Black Stripes - Ward Seven and Ward Eight
• Green with three Black Stripes - Ward Seven, Ward Eight, and Wind Ward
• Silver with one Black Stripe - all wards except for Sun Ward
• Gold with one White Stripe - Ward One, Ward Two, Light Ward, and Sun Ward
• Gold with one Black Stripe - all thirteen wards

Government

Each ward, with the exception of the Sun Ward, is overseen by a Faguan appointed by the Immortal Emperor of the Jade Empire.
