Selestya is created by the Stoicheia (Elemental) Gods.

In the beginning, as in all worlds, Selestya was a void, until the Elder Gods of the Holy Essences, in searching for a pause in their eternal war and conflict, met upon neutral space in the Aether. There they signed accords of peace and forged a new space using parts from all of their own essences. They each left loyal bondservants to guard this new world and the Accords which preserved the peace. Over time, the elements would blend further and new life, new land and sea and sky, would spring forth and these beings would sing praise on the Elder Gods for these blessings and live harmoniously, until the betrayal of the bondservants...
