The Setareh Manifesto

The Confederation's Constitution

We were very unsure of what the reception of this would be...if everyone was prepared to trust each other again if...they could be on equal ground. We eventually decided that we had to do it, or else we'd always wonder what we could have done...who we could have helped...
— Prince Daufine Asure of Nimbus, Member of the Council of Five

Purpose

The idea behind the Seterah Manifesto was to form a galactic government in order to reestablish and improve the connections that planets had during the Age of Empires , while still allowing them to function independently.

Document Structure

Clauses

Our Troubles:

This section gives a summary of the problems the Confederation was aiming to solve, including pirate raids, gang rule, and systems being isolated from one another due to these factors.

Communication:

This section outlines the Confederation's resolve to reestablish the communications stability to pre-Ketsucal levels.

Cooperation:

This clause outlines the promises and plans of the Confederation on how the systems will work together to solve common problems, such as the aforementioned pirates. This is also where the basic governmental structure, including the Board of Overseers, is defined.

The Freedom Clause (aka The Rights of Thinking Beings):

This is considered the most important clause, as it states the intent of the Confederation to not repeat the mistakes of the Age of Empires, in that they would not enforce a rigid system of laws. They would ensure the rights of individuals were protected, but would only intervene if called. The freedoms they protect include:
  • The Right of Religion- People are free to follow any religion they wish, or none at all, unless that religion involves violating one of these rights.
  • The Right of Safety- People have a right to be safe. The Confederation will protect their members from outside enemies and shelter refugees.
  • The Right of Speech- People may speak their mind and may disagree openly with the Confederation, but they may not advocate for the removal of these rights.
  • The Right of Basic Needs- People have the right to food, water, shelter, and education. If these needs cannot or will not be met by a planetary government, the Confederation will intervene at the request of the citizens.

Publication Status

There is a copy of the Manifesto in almost every Confederation building.

I love reading a good Document article! It helps really flesh out a part of world-building that many people(myself included) overlook. This being the constitution of a new government is definitely interesting and says a lot about your universe.   I am intrigued as it says that a supernova cleared the region and caused the writing of this document and that -one- emperor knew of it. But supernovas are massive things with lots of lead-up to some degree. If one person knew of it in a system of billions of sentients, then more knew this. It seems like it should be attributed to active collusion and conspiracy over... Negligence.   Just doesn't fit in my opinion. I think that'd be a cool area to expand on.   Thanks for sharing!

Well, there wasn't much in the system aside from a mining colony that was doing really well, so the guy didn't want to evacuate it because then no more mining. The reason it was a catastrophe was basically because there was going to be a big battle so there were a bunch of warships. Also there was some radioactive fallout from UV rays and such.

All that to say, it was kind of a cover up. They're calling it negligence because they didn't actively cover it up, they just kind of...deleted the memos. Which were then dug back up because anything digital can be recovered.

The structure is good, and so is the formatting. But it makes me question a few things; according to the document, a being/entity can follow his/her/its desired religion as long as the religion does not contradict the other Rights. But what if that is the whole point of the religion? What if a religion was formed specifically to challenge the Rights? Then, technically, the religion cannot be disbanded if the reason for its formation was to be controversial. Or what if a religion has a basic set of rules that contradict the Rights, but has existed since before the document was finalized? Are the religions that have existed before the document now supposed to be overruled? Or are they still allowed to continue with their older laws, as they have been around longer? Overall, good worldbuilding.

Good stuff here and an idea few really think about. few think about crucial government documents like this. I haven't clicked on other articles so im confused about what your links refer to such as the age of pirates and such but it's easy to follow and understand what you mean. Im curious how the pirates reacted. What were the nitty-gritty consequences? Did anyone refuse to sign on? What happened to them?

I haven't totally finalized that yet, but no one was forced to sign on, because that would go against the whole point. Thanks for the like!
