The citadel was first built as a meeting place for the The Council of Five to discuss and build the Confederacy. Originally, the citadel was more like a small mansion, but as the Confederacy grew, so did the building, until it became the tower that is there today. With more and more diplomats coming and staying for longer times, the tower grew even bigger to accommodate shops, homes, and other urban necessities. The main reason for this is due to Tescat having large seas of mercury, which gives off fumes that have negative effects on many species. Also, since the tower is on an island, there is limited space to spread out without risk of falling into the sea, hence the building having to build up instead of out.
Architecture
The organization of the main building is as follows:
Surrounding the main building is a force field to prevent fumes from getting inside, while also allowing residents to have balconies and the like. It is also selectively permeable, allowing ships to land inside the spaceport at the building's top without having to open and close every five seconds and endangering the residents.
Surrounding the forcefield is a suburb area of sorts. A sparsely populated area, only species such as Casacea and Speluvi can live there due to the dense mercury fumes. While the beings that live there tend to be pretty self-sufficient, they often venture into the main building to buy luxuries and socialize with other residents.
History
Tescat was originally home to one of many graphite refineries in the Kesucal system. However, after the Kesucal Calamity and the end of the Age of Empires, all the refineries were abandoned, both because of the high radiation and because no government was left to run them.
When The Council of Five were looking for a place to meet to construct The Setareh Manifesto, they chose the Kesucal System both because of its historical significance and its relatively central location. The converted refinery was sufficient at first, but when the Manifesto was finally completed, diplomats from other planets started showing up to ally with the young Confederation. It was soon evident that more renovations would be needed, especially if it was to become a political center.
So when more diplomats showed up, architects and builders followed. And merchants followed them, to cater to the needs of builders and diplomats alike. As more members joined, the more of their citizens followed, and the bigger the building grew, reaching its current form in 264 AKC. It's been both a bustling metropolis and the de facto meeting place for Confederation Members ever since.
