The Emperor

The leader of The Union of Helleya was known as The Emperor and was charged with deciding disputes between the five nations within the union and taking executive decisions for the union as a whole in matters such as defence.
The first emperor was Prozeus Cyratakos, a Cyrean prince who united the five human nations against the southern threat of the goblinoid Dhakaanian Empire. He named the union after his beloved Helleya Novellia, who lost her life in the decisive battle. He raised their daughter to succeed him and the title soon became hereditary. He also decided that Thronehold would make the ideal place for the Emperor to hold court, given its neutral status and spent most of his later years overseeing the construction of both a castle and surrounding city there.
After Prozeus' death, his descendants all gave birth to daughters, and so, until its collapse, The Union was thereafter always under the rule of a woman. The last emperor was Empress Apostolia Cyratakos who died in The Mourning.
