The Shield

The armed watch and army of The Protectorates 
The military is independent of rulers (The Lord Protectors), religion (The Trinity)  and state bureaucracy (The Ministry) and works across the confederated cities of The Protectorates, as well as keeping the border forts manned and supplied.
In practice though, the Ministry holds the funds, and the Lord Protectors are in command of their local garrisons.  The divided loyalties cause tensions across the Protectorates.
The organisation of the Shield is highly stratified, and decentralised.  The forces on the borders are fiercely independent and proud, and look down upon any Shield member who has only ever done internal policing.  Disparaging terms like "Soft Shield" or at worst "Wet Nurse" are levelled at city shield members.  The city-state Shields keep law and order on the streets, and defend the walls when needed.
The Sly Shields  are the secret police. Undercover detectives and international spies.
