Despite Raleigh's pride in having one of the CAS' highest rates of civlian firearm ownership, illegally procuring a gun is not as simple as it sounds. Of course, there are plenty of discards, stolen guns and saturday-night specials available for a one or two hundred NuYen, but even to the untrained eye these guns are clearly unsuited for being used as anything but a throwaway or something to plant on an unarmed corpse. When it comes to selecting a firearm for personal use, whatever you pick may well be the very last thing standing between you and death (and things worse than death), so I would strongly advise against settling for the 'cheap' option. For this reason, I give personal recommendation to Otani Tetsuya, an ex-military armorer known to his current associates as 'Marcher'. Operating from a small facility hidden underneath The Withered Rose (owned by his current fiancee Emily Proulx ,) Otani provides the underworld with hand-machined weaponry that equals, if not ouright exceeding, what you would found from professional manufacturers.Mental characteristics
Personal history
Much of Otani's formative years (assuming any of it was noteworthy) have been kept away from my prying eyes by personal request of Ms. Proulx, which I bregudgingly acquiesce to for reasons of owed favours. What is certain is that the name Tetsuya Otani is not his original name, but a new one, courtesy of a fake SiN and accompanying new identity, courtesy of one of Raleigh's fixers.
Tamotsu Shirai was the original name of the man known as Marcher, a name procured by discovering a man of Marcher's likeness among recovered records of the Japanese Imperial Marines that would stay with Saito to form the government of the California Protectorate. Evidentally, Shirai either took umbridge with how the protectorate ruled or foresaw the upcoming coup as he had deserted by 2060.
Members of Saito's forces had a small rate of desertion, but they definitely happened, regardless of what the protector-general would have you think. Some folk in more niche areas of operation - equipment maintenence, in Shirai's case - didn't even know they were resisting Japan's order of recall until it was too late, and fleeing into the CAS was seen by some as preferable to sticking with General Saito or betting on the mercy of the JISShirai spent the next five or so years of his life under the radar, putting his marine training to use surviving in the lawless depths of the CAS's sprawls and defending himself with whatever guns he could scrounge. Concrete evidence of his existence in other sprawls is difficult to come by as the man went under numerous aliases in that time, but photographs and trid-recordings taken by Lone Star on various infractions and misdemeanours (contact me for a file-transfer of said recordings, rates non-negotiable) again show a person of Marcher's likeness in Nevada, Oklahoma and South Carolina, with surprisingly no citations or charges involving posession or use of a firearm. As for why he continued moving from city to city for so long, that's a question I have yet to discover an answer to. Eventually, the dwarf made his way to Raleigh where in spite of his previous nomadic lifestyle, he chose to settle down in Ellington Place under the pseudonym of Tetsuya Otani, where he would meet his future-fiancee Emily Proulx, owner and proprietor of The Withered Rose. Despite their differences and a partial language-barrier, the two not only found common-ground but Otani would even continue to support Proulx when her more elicit trades became apparent. So began a loving relationship of poetry, dancing and supplying implements of destruction to Raleigh's underground scene, as Tetsuya Otani re-took to his old weaponsmithing skills like a duck to water.
