Somewhere in the local population area of Buenavista, there is a street with more comercial than residencial buildings. Neither is particularly pretty but they all fulfill their function. Some look disheveled by time, while others are... just there. 

And there is the building right next to the park at the end of the street. You can see from afar that the last floor is in construction. Which doesn't mean that you should expect to see it finished any time soon, nor that you should keep your distance.

The first floor of this building is almost welcoming,, thanks to the collective work of the building's inhabitants. They have created imaginary divisions in the single space, by using different furniture and painting. There is an area for cozy meetings, one to focus with your study group or coworkers, a different one, bigger, for parties, and even a game section. 

The rest, it's not as pretty or uniform.

Take, for instance, the eight floor. The apparment right next to the stairs has been occupied for a big family from the beginning: the walls are covered by children drawings and handmade decorative blankets instead of painting or wallpaper, the balcony is abandoned and blocked by a huge wardrobe, and everything it's always clean but disorganized. Next to them, a young man has built a fancy bachelor apartment. In front of his, there is cozy home of a nice old lady and her granddaughter, and the other one, in front of the stairs, has been slowly finished with bright paint, decorated curtain rods, and carefully located lamps.

The hallway in that floor is quite impersonal and if you go upstairs you will find a war field, but others make you feel like everyone in those apartments are part of the same family.

History

To its older inhabitants despair, Buenavista is a touristic city. But just like any other industry, tourism requires human workers taking care of things. Originally, those workers came from other cities, just as their employers, and needed a place to live. Each of the companies settled in the town, build their own employee buildings.

Most of those buildings were confortable, but they were also practical and built in a rush. No beautiful lines or colors. Not even a nice view from their windows. Just space for cleaners, touristic guides and clerks to rest in their free time.

Some companies would build better spaces for their most important employees, while others had enough with giving them more space and better services in the same building where their coworkers live.

The business group which owns this street belong to the former kind. And they weren't as wealthy or lucky or clever as most, so they never needed to add  buildings for outstanding or new employees. They turn most of the area into parks and markets, to earn both money, and the favor of their colleagues for giving the locals an alternative place to have, away from the resorts and parks designed for the tourists.

Some of their buildings are looking old already, while others where never finished, which is particularly evident in the building standing between a taller structure and a park. Every apartment was painted and basically finished (or not) by the tenants, and the eleventh floor is frozen in time, forever "in construction" according to old, barely readable sign in the stairs and the abandoned materials, half made walls and scaffolding. There is no official version as to why, but it's know that their plans to open a certain store changed more or less in those days, so everyone assume they simply decided they didn't need more apartments.

With the passage of the years, the apartments had been modified only by the tenants, who are mostly employees of the company even when it's not a requirement to rent there.

Purpose
The building is inhabited mostly by employees of one of the companies who have tourism business in the city, but it's not a requirement to live here.   There are both old employees that had been here for a long time, and new tenants that have recently left their homes or joined the organization.

Only those made by each tennant in their own apartments or working together to keep the structure safe and functional.   Occasionally some of them make some efforts to make a shared space look nice.
   
Tourism
While Buenavista attracts tourist from all over the country and even the world, this building is located in the area of the city that none of them ever visits, the one no one would recommend them, not because it is unsafe (though you could say so, depending on your standards) but because it's not the kind of memory the touristic guides want you to have about the city.   So no, there are not tourism here.
Why do I tell you about this, you wonder, when it's not even part of our world? There is no reason. This is just chit chat.

I've heard a lot about that building in particular. Yes, exactly, there is someone in the company who used to live there. He's always loved that building, for some reason. Is strange, how some people can be fond of places where they never were happy... Or... I guess... Yeah. Maybe he was happy there. He has a way to be happy even in places like that. Nevertheless, I know for sure he was unhappy there, even if not all the time. I wonder... Maybe for most people that's exactly how life works?
