Caepis

Caepis is the hidden underwater city that lies beneath the town of Flotsam . Based on relics and precursor art, the Caepisians know that their city was originally above the waves. But the Shattering changed that, sinking the city. In the time since, the people of Caepis have adapted to their new circumstances. Though these adaptations are due to the rift to the elemental plane of water and come in different ways. Some appear almost human or elvish while others appear almost like the fish that inhabit the deepest depths.
