the elves and gnomes create immense powerful fey twisting machines. they begin to lay down a powerful teleportation machine that could potentially send an entire city through the portal. But they used the power to have a large sustainable gate that would allow them to travel to another gate nearly 1000 miles away.

Construction took place in 992 and was completed 86 years later in 1078 when the construction was completed the dragons and all dragon kind became incredibly violent and dangerous around this area within a few hundred miles without any warning. Nobody made the connection to the gate itself being the cause.
