Prime Arbitrator

The Prime Arbitrator is in practice the leader of siren society, listening to other leaders like the Arch Stormbringer and leads a council that decides how the sirens are run. In itself, the Prime Arbitrator doesn't have that much power, they function more like peacemaker and keeper of order during the discussions.

To be a Prime Arbitrator a person needs to be calm and cool headed, yet have an authorative demeanor to be able to control the council in the more heated discussions. The Prime Arbitrator commands their own little group of guards, the Arbitrator Wardens, to make sure people in the council that doesn't listen to the Prime Arbitrator are thrown out of the discussion, since they're disrupting the order of the council. A disordered council can't make ordered decisions, after all.

If the rest of the council has a tie in a case, the Prime Arbitrator can give their own vote to make one side win, but that's the only point in which the Prime Arbitrator has any deciding power. In all other situations the Prime Arbitrator is supposed to stay silent and not give any indication of what they're thinking about the case. This is probably the hardest part of being a Prime Arbitrator.

A Prime Arbitrator is theoretically chosen for life, but if the council decides that the current Prime Arbitrator is unfit to do their duty in an adequate way they can put out a vote to get someone else appointed instead. The council vote requires a 2/3 majority to remove the Prime Arbitrator. While there is no Prime Arbitrator the council have no real power to decide anything. The only thing they can do is to find a new Prime Arbitrator. This is why replacing a Prime Arbitrator is a rare event, and that the council needs to be really careful when choosing a new Prime Arbitrator.
