Supreme Council
The Supreme Council, is a group made up of the leaders of each province in the Confederacy or their proxies. They decide laws that effect the entirety of the Confederacy, mediate disputes between provinces, and make decisions regarding foreign powers. Most rulings and laws are made by that province. These laws only effect that province. Each province executes and enforces their own laws as well as Confederate laws in the way they see fit, unless otherwise decided by the Supreme Council.
Founded early in the Gathering Days, it has changed form, function, and name over the many years. It is the oldest inter-Clan/province organization.
Compared to other councils, they are rarely called. They convene in the Capital City. It is the main reason that Capital City was built. The city developed around these gatherings once a permanent spot was chosen.
Different provinces hold different amounts of power and influence that is not necessarily based on size. Population, assets, notable focuses, and relations with other organizations, also affect each province's standing.
All individuals serving on the Supreme Council are well known. They have been leading their Clan for at least five years at current time. While it is possible for a fresh Clan Head to attend the Council, it is far more likely that an experienced individual in the Clan would be nominated to be their proxy. Final decisions would still rest with the Clan Head though.
An individual or organization is able to petition to call the Supreme Council on a specific issue but this very rarely happens. Before being submitted it must first receive a certain number of signatures, confirming that it is an issue of importance. Then it must make its way through a lower tier council, pass the approval process, and then get a majority vote from the Supreme Council to deliberate the issue. This process can take an extensive amount of time and resources. Without Clan support, the attempt is almost certain to fail.
