Outer Realm

The sky is divided into two sections: the Inner Realm and the Outer Realm. The Inner Realm is a sort of haven of civilization. It's where the Cities are located, as well as a number of surrounding small towns, forests, sightseeing locations, and everything else you need to live out a fulfilling life. Although it has its share of dangers, it's nothing like the Outer Realm.  
  The Outer Realm is basically a huge wildscape. Dangerous animals, plants, and natural events. Even the very air is dangerous - charged with a sort of wild magic. It also happens to be the place where most ancient Skydweller cities are located, and thus the place where so much lost history can be found.   The skyshattering was the combined effects of the Dark Plague and the Ashes War, reducing the sky's population to less than a third of its previous number. Forced to band together to survive, the people that had once been culturally rich, spanning so much of the sky with their countries and lands, had largely forgotten who they were in all the chaos and death.   In some ways, this was beneficial. It allowed the people to get rid of several harmful social norms and helped them focus on scientific progress and advancement. Which is all great - but it's a shame to have to lose so much of yourself in order to do that. That's when the charters were founded.   Charters are people who venture into the Outer Realm in search of...well, anything that can be beneficial to the sky. They attempt to map the everchanging landscape (because in the Outer Realm, things tend to drift around more) in order to find deadened cities, new species, and fascinating phenomenons, all to improve the quality of life in the Cities. Even still, after nearly two centuries of work on their part, the Outer Realm remains largely unexplored, and will probably stay that way for a good while longer.

I used to wonder how anyone could look out at that terrifying, everchanging skyscape and think: I want to explore that. Still do, if I'm being honest. But every time you discover something and realize how much good it can do, it's worth it. To me, at least.
