High Priest
Of course, the High Priest is the leader of the country, who makes all the biggest decisions among large public announcements, as well as being a general figurehead of the country.
High Cleric
Then you have the three High Clerics who are a more practical group, the three running ceremonies and meeting with the Advisory Chair and heads to keep updated and update the High Priest. The High Clerics have particular duties to not only meet with the Advisory Chair but also the Treasury Head, Head of Law, and Head of Graicb (A confusing title for foreigners who get invested in Cattle-Bone's politics, but it stands for 'General Religious Activities in Cattle-Bone', which comes down to the practical job of making sure the Grand Church〔Of Cattle-Bone〕 is working as it should.

Then we have the Advisory Chair who is the leader of the six heads of their respective departments. The Advisory Chair is just one of the six elected, commonly the head of law (though there is nothing saying it can't be any other head, just tradition), they speak for the entire group, keeping everyone above them updated and also serving as a messager or connection between the department leads and the highly revered top of the hierarchy.

Culture
The culture of Cattle-Bone is a dense and beautiful tapestry. The mixed-race existence of Cattle-Bone gives the city many perspectives. The plain yet hard-working humans bring a somewhat averaging existence, while many of the Elves add a regal and or 'Catharinan' culture, the Bog Gnome〔Culture〕s have many alien cultural traditions, but the one thing that makes Cattle-Bone truly rich is that they are at the highest point, a religious country. Whenever they enter a home or begin talking to someone, they quickly pray to Silvanus, they meet at the church every day when the sun comes over the jungle horizon. They stay there for hours, then finally going back to their homes, education, or jobs.
Public Agenda
Cattle-Bone's public agenda is a somewhat short list, for Cattle-Bone has most of all they would ever want, so they currently try to hold what they have and improve upon it. They wish for more loyalty, more connection, and a stronger buarcatic hold so there is less of a chance of the histories of Cattle-Bone.
