The Donorian government is made up of a Donorian High Council, the legislative body, a Chancellorship, the executive body, and a judicial system.
The Government is seated on Donora, with the capital being Neburn, and it only holds power in Donorian territories. It sends a representative to the
Galactic Coalition's High Council.
Donorian High Council
The Donorian High Council is the ruling body on the planet Donora. Located in the capital city of Neburn, the council is run by representatives from each of Donora’s regions and is mediated by a Chancellor. The job of the Donorian High Council is to decide on the laws and regulations of Donora. They have the power to sign or veto legislation proposed by the executive branch if there is a majority vote.
The Representatives present on the high council are voted in by public voting with each region on the planet getting a few seats to fill on the council.
The Chancellor
The Chancellorship mentioned earlier, functions as the executive branch of the Donorian and has the power to sign or veto legislation proposed by the the Donorian High Council. They also function as the face of the Donorian government, representing the interests and needs of the planet when needed. The chancellor is often the one that selects the Donorian representative for the Coalition House of Representatives, just needing the High Council’s majority approval.
Chancellors are selected by public vote and are then approved by a vote by the High Council. Chancellors are often former high council representatives themselves or at least have a background in politics. They run in elaborate elections with campaigns, in some cases with two people campaigning together for the position of co-Chancellor.
Donorian Punitive System
The Donorain Punitive System is the system under which those who break the laws are punished. The punitive system on Donora is mostly focused on rehabilitation and making sure that the offender won't re-offend, it is believed that the Donorian’s empathic abilities may have had a hand in the punitive system being so focused on rehabilitation.
Non-violent offenders are put into rehabilitation programs (mostly outpatient but some may be inpatient) that are specialized depending on their crimes where they can receive treatment and therapy so that they do not feel the need to commit a crime again. Most of the prison centers on the planet are only used for violent offenders, they also receive therapy while in these centers with some being released if they are deemed safe.
