The Telvan Empire is the ruling power of Telva and its territories. They are not a part of the
Galactic Coalition, in fact, they view the Coalition as one of their enemies. The Telvan Empire includes not only the Telvan homeworld of Telva but also the territories and planets that the empire has conquered.
The Empire’s government is important for maintaining the
Caste System and
statuses in the empire as well as maintaining the power of the emperor.
Members of the government must first pass a government-run exam that is open to anyone of citizen or aristocratic status. Of course, wealthy political families like those of the Lanbe castes have more money and time to devote to education and preparation for the exams and thus are most likely to pass.
The Emperor
The Emperor is the head of state for the Telvan empire and functions as executive, legislative, and judicial power with everyone underneath them only carrying out their word.
Only those of the om’Lanbe caste would be able to become emperor and even then, it is only those with blood ties to the imperial family.
The emperorship is a hereditary position, with the emperor being the one to choose their successor. The successor is often named before the Emperor’s death and is selected from the emperor’s children.
The High Chancellor
The High Chancellor is the leader of the Royal Council and is the highest-ranking government official in the Telvan Empire. They function as chief of staff, the emperor’s personal advisor, and the head of the executive branch.
The High Chancellor is selected by the emperor and the royal council requiring a nomination and majority vote.
The Royal Council
The Royal Council is the highest government organization in the Telvan empire functioning as a deliberative board to discuss decisions of the state with the emperor; they also are incharge of relaying rulings to the Government Ministries and making sure they run smoothly. The council when members act in unison can put pressure on the Emperor to act in a certain direction; they also have the power to veto if they have a majority vote.
The officials of the Royal Council are selected by the emperor or by the council's high chancellor. They are most often from the Lanbe caste as they have more connections and power to get into the council, but technically anyone of citizenship status could become a member.
The Government Ministries
The Government ministries are a group of organizations that take care of different branches of the government from taxation, administration, law enforcement, war, etc. They are each structured hierarchically with their own leaders who report to the Royal Council on ongoing affairs.
Officials working for the Government Ministries could be anyone of citizen status as long as they have passed an official exam and shown promise as a government official.
