A Leray commissioner is one who personally assigns Leray agents to investigate specific matters for investigation or suspicious activity of the unknown to specific locations. Each large town or major city has one or more commissioners that decide which agent is best for which task, and is the boss of those agents during assignment. Commissioner Adon for example is the Leray commissioner for Lennith City.
