Tribunes
Tribune is a position in the Keplar government that is part military, part police officer, and part legal judge.
Tribunes are allowed to opperate with a large amount of autonomy and can make judgment calls of situations without reporting to their superiors. They are not in the chain of command of the Keplar military.
Tribunes are sometimes used for special cases in the main part of Keplar, but their primary role is out on the frontier and in the Keplar colonies. In small towns and places without courts and a police force, a Tribune might be sent in to handle disputes or to punish crimes. They can even at times be sent after serial killers or other major criminals.
