Villain Prevention Squad
The Villain Prevention Squad is an organization created by Muddy's mother to prevent new villains from emerging and becoming a threat.
Public Agenda
The goal of Villain Prevention Squad is to prevent another villain from threatening the people of Stellara, after the fallout of [insert previous arc here]. They are not interested in petty thieves and the like--those can be handled by the local community. Their interest is in finding and stopping those who intend to harm others and have immense power to do so. Genuine threats to society and the people in it, basically.
History
After the fallout of [insert previous arc here], Muddy's mother and Izuma Neidoc began to fear that something of this magnitude could one day happen again. Thus, Muddy's mother founded the Villain Prevention Squad to travel the land and detect any powerful foes with desire to harm before they become big and powerful and a pain to take down.
However, Muddy's mother soon realized that enough people were qualified to help with the task; very few people in Stellara have the training to find the appropriate targets. This is what allowed to happen in the first place, after all. Thus, more heroes were needed, and so Izuma founded the Stellara Hero Programme to train them.
Working together, the Villain Protection Squad and the Stellara Hero Programme aim to make Stellara a safer place to live.
