Black Chevron was originally a criminal enterprise that controled the Ukhut and Vvenithu Districts as well as conducting minor operations in the Central District with the approval and cooperation of the Legion. With the collapse of civil government, they siezed full control of those districts and are the de facto ruling authority, there.
