The Legion

In the Free City of Vvathaf, not including the Fence, there are four distinct thieves' guilds. The most powerful of these is the Legion.

Structure

The Legion is controlled by the ironhanded Ducale Furem. There are eight "families" (more-or-less biologically related families), each with their own head. These families contribute workers to the guild. These workers are the leaders of several hundred different crews. Crewmembers maybe members of the eight families, or unrelated, but the leaders are always from the eight families. Each crew has specific tasks and territory assigned to it, which the members are expected to stay within. Activities outside the scope of the crew are tolerated only insofar as they do not infringe the rights of another crew, and the appropriate cut is rendered to the Legion.

Culture

The rules of the guild, known as the "The Parameters" are enforced strictly. Minor infractions result in serious injury or maiming. Moderate and severe infractions are punishable by death and torture. Except for cases of betrayal of the Legion, only the guilty party is punished. For betrayals, all living parents, children, spouses, paramours, and siblings of the guilty are punished.

Assets

The Legion controls three districts (Khitu, Ynark, and Pes), plus carries out a significant operation in the Central District. Until recently, they also controlled the Harbor District, but they have been pushed out by the Fence.

Hostile

The Legion is openly hostile to the Fence, and will take action against members of the group when they can do so without exposing themselves to further complications. They are held back somewhat by the power of the new group, as well as the desire to avoid an all-out war.
