Commander

Commander is a high-ranking official of the Classe of Orcli who oversee the governance of whole hwells.  The 12 commanders of the hwells also hold seats in the Court of Orcli, along with their duties of overseeing their own hwells.  They typically reside in forts on each hwell, which are typically located at a strategic place and/or near the capital cities of each hwell.  They are almost entirely human since non-humans rarely serve in the military and since the orcs are typically High Commanders or in charge of certain vessels, squadrons, forces, or initiatives of battle rather than court representation and administration.
