Drover

Drovers are leaders in the Brandishers organization, and the Head Drover is chosen from among them. Unlike other organizations, there is no hwell ownership or allocation, so the Drovers are simply promoted from the Agitators or Instigators, and are in charge of collaborating and cooperating, and coordinating moves.
