Baba Phoebe Thargas (a.k.a. Baba Phoebe)

Phoebe Thargas, known as "Baba Phoebe" to local Lystrans, is the current mayor of Lystra.  She is an elderly Ghadjo woman with tanned skin, dark grey hair, a pointy chin, and thick, black eyebrows.  She is an advocate for Ghadjoan farmers and is an advocate for Lystrans to stay in Lystra and persuade their children to not move away to Port Citadel or Kastill.  She is a bit stuck in her ways and not as sharp as she once was.  She is a believer in Mathe Pamona, the religion that suggests the Twells were once connected, and can be connected once again.
