Waxflick Glimbrine

Waxflick Glimbrine is the current mayor of Cape Candle, administered under Orze Hwell and covering the Comet Keys as well.  In terms of population, it is only about 300 citizens, but their role is vital to naval trade through the Comet Channel among Orze, Moethe, and Ghadjo.
Waxflick is a gnome from a family of gnomes who has lived as lighthouse operators for generations.  His brother, Litwick, is the lighthouse operator ("lighthouser") of the Cape's lighthouse.
Waxflick has ties to the Faerie Runners, and his market town, which supports the basic needs of the Comet Keys' lighthousers, can act as a black or free market without any orcish oversight.
