Two Houses

The Two Houses are the two chambers of the Temple Parliament of the People's Republic of Styx.
The first, the Major House, is made up of the 6 of the Great Unions which get the most votes in the Elections while the second, the Minor House, is made up of the 14 Great Unions with the most votes after those in the Major House.
The Major House has 33 seats which are divided among the Great Unions by percentage of votes received while the Minor House has 100 which are divided in the same way.

The Two Houses ordinarly meet independently from each other and hold votes and debates on legal proposals and proceedings with the decision which proposals are handed to which of the houses being in the hands of the Chief Electoral Commissars.
Rarely the Chief Electoral Commissars call for the Collected House to gather in which case each seat of the Major House has 2 votes while each seat of the Minor House only has one.

By measure of voting power in the Collected House and ability to match the other Great Unions within their respective house a step from the Minor House to the Major House can technically be a step-down for a Great Union as it goes from being a dominating power in the Minor House to being the least powerful faction within the Major House; this somewhat paradoxical seeming effect is off-set by the sheer prestige of being a member of the Major House.
While all Great Unions get an equal amount of state funding for their election campaigns those that make it into the Major House receive a starkly increased amount of funding for their offices, staff as well as general non-election funding meaning that even though becoming a member of the Major House would render them less powerful originally it will also enable them to focus more effort on gaining more power and rising through the ranks of the Major House.
