Mogul Pan Mo'Kai

Mogul of the House of Cats. Mo'Kai is not particularly tall or imposing, but has an air of wisdom and an expectation of immediate obedience, fostered by his position as absolute ruler of one of the wealthy Great Houses of Bajapur. He has a neatly-trimmed goatee, and his hair, which is just starting to grey, is pulled into a ponytail. Pan commonly wears a yellow robe with embroidered cats playing on it, to signify his position and affiliation with the House.
Pan Mo'Kai is loyally served by Zamadan, senior servant of the House, and Tau Chul, a member of the order of court wizards serving the Moguls and the Great Tycoon.
When the sage of a small village approached him about selling the Scrolls of Juzo Suko, Mo'Kai immediately recognised the opportunity to add them to his Library. However, despite keeping the acquisition strictly secret, thieves struck and stole the Scrolls immediately upon their arrival.
Investigators identified one of the thieves as a powerful martial artist known as The Steel River, who had trained at the Su Chi Academy in the north-eastern quarter of Bajapur with Master Raman.
