Baramore is ruled by the Council of Lords, a council consisting of the 24 Merchant Lords of Baramore.
Guild representatives from the six major guilds also have seats on the Council of Lords, bringing the current total to 30.
Becoming a Merchant Lord
Any wealthy merchant can become a Merchant Lord if he or she is voted in the by majority of council, provided a space has opened up on the council due to the death of a Merchant Lord. Positions are assumed to be hereditary, but if the heir has not proven themselves to the council, they may select another.Defences
Baramore City is protected by the Baramore Guard, its city watch and standing army. In addition to the Guard, Baramore has a navy of over 25 Sky Galleons dedicated to protecting the Isle and its Atolls from any threat. The Guard is taught to deploy from Galleons to quickly attack a hostile force.
Industry & Trade
Baramore has the most prosperous economy of any of the Five Realms. Bustling trade and crafting occur in the various markets and malls. Goods from around the Realms are brought to be sold, and when one is looking for a hard-to-find item, the Grand Market of Baramore is second to none.
Infrastructure
Northharbor
Northharbor is the region of the Capital city that has the Airdocks, where Skygalleons can dock easily to load or unload cargo and passengers. Northharbor has 40 stone Airdocks, as well as signaling stations to indicate when a particular airdock is clear for a skygalleon to enter.South of the Airdocks, still within the district of Northharbor, are numerous warehouses used to store goods that have recently been received or are being readied to ship. There is also a good number of inns and taverns to care for the sailors who have pay to spend. House Verrin operates 34 of the Airdocks and own a number of the warehouses located within Northharbor.
Shipwards
South of Northharbor lie the Shipwards, the gantries where Skygalleons are carefully assembled. Once a skygalleon is constructed, it will float for the rest of its service, however, before its construction is complete and its skystone is installed, it must be supported by the structures of the Shipward. There are 4 regular shipwards, capable of constructing a Skygalleon, and a new large shipward, built to allow for the construction of the Skycruiser, Baramore’s new warship. New Skiffs designed by the Baramore Exploration Group are being constructed in two of the shipwards.Grand Market
The Grand Market lies within a depression south of the Shipwards. Row upon row of shops, lined up with clear avenues in between. Shops of the Grand Market are expensive, so the merchants are well off and sell high-quality goods. It is rigorously patrolled by the Watch. The Dapper Lord caters to Merchant Lords and other well-to-do. It offers no clothing off the rack, but rather 4 skilled tailors who create high quality clothes to fit any visitor who can afford their services. Myrick Swanson, the proprietor, looks like a lord and runs his shop like it is his empire. If you need to ask how much the clothes created by Swanson cost, you probably do not belong. Prilla Leathergoods has a wide assortment of quality leather products, from saddles to leather armor. Prilla has 3 assistants who are hard at work in the shop at all times. Antaius Morlin
The Well-Equipped Adventurer is a popular Shop in the Market. Unlike the Polished Plate, the Adventurer does not cater so exclusively to the Rich. However, its well stocked assortment of Armors, Weapons, and other Adventuring Gear ensures that it gets a lot of patrons. High Seat
The High Seat is the highest tier of the Mesa on which Baramore is constructed, and is where the Merchants Council of Lords resides, the center of Baramore government. They meet in the Lords Chambers, a large stone building. In addition to the Lords Chambers, the High Seat includes residences for the most prestigious Merchant Lords or Lesser Merchants.The Warrens
As far from the High Seat as you can get financially. The Warrens are a collection of shanty lined streets and large wooden buildings filled with small residences and low quality manufactories. Small shops too poor to have even a semi-permanent place in the Bazaar sell from here.Manufactories

Baramore is home to the Baramore Exploration Group. Three shipwards are currently being utilized by the Exploration group for construction of their newly designed Exploration Skiffs.Assassin's Guild
The Assassin's Guild is unofficially recognized as by Baramore as a guild. The Lords of Baramore feel that the Assassins are too useful a tool to try to eliminate. They probably couldn't get rid of them, anyway.History
Baramore recovered from the Sundering by trading resources between groups of survivors for the betterment of all. After groups of survivors were spotted on nearby atolls, the design and construction of the first Swinging Bridge began.
Those most skilled at diplomacy and trading became leaders of their groups, and eventually merchant lords.
Geography
Baramore City rests on a Mesa on the Isle of Baramore, with 3 tiers separating the segments of the city.
The Terrace
The main tier of the city, holding the vast majority of the buildings, including Northharbor, the Shipwards, and the Grand Market.
The Warrens
The lower tier of the city, the Warrens hold a great deal of lower income residential housing and manufacture.
The High Seat
The higher tier of the city, it is exclusively a high income region filled with large manors. The Lords of Baramore reside here in their private estates.
