Thellos Mageocracy

Thellos is a small isle with an extensive artificial irrigation network.

Thellos Academy of Magic - the city of Thellos is in actuality the College of Magic, with its supporting infrastructure forming a vast city around it.
Wrenshold - original city and ruling hold of the Wren. Now a large city, but of lesser importance than the city of Thellos.  

History

Thellos began its life as the small Isle, populated by warring bands of warriors and barbarians. The Isle was conquered by a powerful warlord by the name of Wren, and he named the Isle after himself. Wren ruled the isle with an iron fist, but also forced the people to come together and survive.
The Wren became a title, passed down as the prior Wren proclaimed a successor.
  A group of teleporting Mages (led by a Wizard named Thellos) arrived on the Isle, exploring it and trading goods with the people of Wren. They decided to open a school of magic, and did so on the agreement that they support the Wren against any outside aggressors. The Isle had a period of peace and prosperity.
  This continued until a Wren died unexpectedly without appointing his successor. The Isle once again descended into a civil war that lasted for generations.
  The Thellos Academy of Magic, disturbed by the ongoing war, entered the field of battle and conquered, using their arcane knowledge to confuse, daze, and incinerate their foes. Thus the Academy conquered the Isle of Wren and the Mageocracy was formed.
