Anti-Zap Moving Houses

If you have to live in an area with constant storms and a higher than normal chance of being zapped by lightning, you make sure that your house can move. And since there's tons of wide open spaces and not a lot of permanent buildings left, you can make sure that you do it in style.  

Pockets and Power

  They look like normal mobile homes on the outside, but inside they're quite large and even spacious. The plumbing hookups can be a bit fiddly, but you can't fault the capacity. The secret is judicious use of pocket dimensions.   Of course, they wouldn't work anywhere else, since they're fueled by the liberal amounts of lightning strikes. The odd and metamorphic nature of those strikes fuels the homes, which keeps everything working properly and contained within the bounds of your average RV.  

Now With Extra Tax Evasion

  Governments don't like these homes very much. It's hard to charge property tax to people who don't have to stay in one place. Which in turn has led to several weird shifts in legal code in the last few years.   With the lightning, and the villains, and the weird nature of the terrain, not a lot of people want to live here. And most would-be anarchists are too lazy to leave wherever they live now to come here and live in a crazier area. There's a surprising number of people who are willing to put up with it anyway.   Most people don't last long before they either quit or die (mostly quit, but there is a higher chance of death than most other areas). Even so, it's caused a shift in how the government deals with people because if they're really unhappy, they have an option of where to go. It's incentivized elected officials to do better or else risk losing their voters.
